On July 26, Groundbreaking Ceremony of Beijing-Tibet Exchange Center Project was held in Lhasa. Wang Anshun (Deputy Secretary of the CPC Beijing Municipal Committee and Mayor of Beijing City), Losang Jamcan (Deputy Secretary of the CPC Tibetan Committee and Chairman of Tibet Autonomous Region Government), Qizala (Member of Standing Committee of the CPC Tibetan Committee and Secretary of the CPC Lhasa Beijing Municipal Committee), Li Shulei (Member of Standing Committee of the CPC Beijing Municipal Committee and Secretary of Commission for Discipline Inspection of the CPC Beijing Municipal Committee), Cheng Hong (Deputy Mayor of Beijing City), Wang Ning (Deputy Mayor of Beijing City), Phurba Tashi (Vice Chairman of Tibet Autonomous Region Government), Wang Wenpei (Deputy Secretary-General of Tibet Autonomous Region Government), Li Aiqing (Secretary of the CPC BSAM Committee and Chairman of BSAM) and other leaders broke ground for this project.
According to the Central Government’s decision-making and overall planning for “Long-term Aid to Tibet and Long-term Construction of Tibet”, in order to build long-term cooperation, exchange and development platform between Beijing and Tibet, Beijing-Tibet Exchange Center is established under market-oriented operation mode. It mainly has four service functions, namely, “outcome showcasing center for aid to Tibet, Beijing-Tibetan industry promotion service platform, supportive facility for cultural exchange and business and exchange apartment for Beijing cadres aiding Tibet”. It is committed to growing into market-oriented platform for culture and business communication, innovation and entrepreneurship incubation, production factor market and financial support service, and promoting two-way exchanges and win-win cooperation between Beijing and Tibet.
BSAM is trusted by both Beijing Municipal Government and Lhasa Municipal Government, so it is responsible for the investment and construction of Beijing-Tibet Exchange Center. At present, it specially sets up a wholly-owned subsidiary, i.e., Lhasa Beijing-Tibet Exchange Center Co., Ltd. This subsidiary assumes responsibility for investment, construction and operation of this project. Beijing Science Park Development Group is commissioned to undertake the construction and management tasks of this project.
